On December 26, 2020, the Annual Conference of Hong Kong Macao Basic Law Research Association of Guangdong Law Association and the Third Guangdong Hong Kong Macao Greater Bay Area Youth Development Law Forum were successfully held in Sunshine Hotel Tianhe District, Guangzhou, China. Nearly one hundred participants from Hong Kong and Macao Basic Law Committee of the Standing Committee of the National People's Congress, United Front Work Department of Guangdong Provincial Party Committee, Guangzhou Tianhe District Government, United Front Work Department of Guangzhou Tianhe District Party Committee, Guangzhou Tianhe District Hong Kong and Macao Youth Home, Youth League of Nanshan District, Shenzhen, Hong Kong and Macao Basic Law Research Association of China Law Association, Sun Yat-Sen University, Jinan University, South China University of Technology, South China Normal University, South China Agricultural University, Guangdong University of Foreign Studies, Guangdong University of Finance and Economics, Guangdong Socialism College, Guangzhou Maritime College, Guangdong Ocean University, Shenzhen University, Tsinghua University, Beijing University of Aeronautics and Astronautics, Beijing Foreign Studies University, Central South University of Economics and Law, China University of Metrology, Zhejiang University of Technology, Macao University, Macao University of Science and Technology and Macao Haojiang Law Association attended the conference. The forum is co sponsored by the Hong Kong and Macao Basic Law Research Association of Guangdong Law Association, the Hong Kong and Macao Youth Home of Tianhe District, Guangzhou City, and the Hong Kong and Macao Basic Law Research Center of Shenzhen University. It is co sponsored by the Nanshan District Committee of the Communist Youth League, the Wan District Youth Development Research Institute, Guangdong Menghai Law Firm, and the Guangdong Hong Kong and Macao Dawan District Youth Development Law Research Institute of Shenzhen University.

At the opening ceremony of the Forum, Xue Xiaoguang, Deputy Secretary General of Guangdong Law Association, Wang Zhenmin, President of Hong Kong and Macao Basic Law Research Association of China Law Association, President of National Governance Research Institute of Tsinghua University, director of Hong Kong and Macao Research Center and professor of Law School, Lin Huibin, director of Tianhe District Hong Kong and Macao Youth Home, and Zou Pingxue, President of Hong Kong and Macao Basic Law Research Association of Guangdong, director of Hong Kong and Macao Basic Law Research Center of Shenzhen University were invited to make a speech successively. Deng Shibao, Vice President of Hong Kong Macao Basic Law Research Association of Guangdong Law Association and professor of Law School of Guangdong University of Finance and Economics, presided over the opening ceremony.

There are four speaking sessions in this forum: speech session of conference theme "Institutional Development and Improvement of One Country, Two Systems under the New Situation", Unit one, Implementation of Construction and Hong Kong and Macao Basic Law,  Unit Two, Governance of Hong Kong and Macao and Youth Issues, Unit Three, the Development of the Rule of Law in Guangdong, Hong Kong and Macao. And in the main time, a special branch venue—Youth Round Table Forum was established, which provides young students with learning and communication opportunities.

The closing ceremony of the forum was presided over by Professor Ye Haibo, Secretary General of the Research Association and deputy director of the Hong Kong Macao Basic Law Research Center of Shenzhen University. Dr Zou pingxue, President of the Research Association and director of the Hong Kong Macao Basic Law Research Center of Shenzhen University, made a concluding speech. Dr Ye Haibo first introduced the selection rules of the excellent papers of this annual meeting. Dr Zou Pingxue announced the selection results of the excellent papers of this annual meeting, made an in-depth summary of the discussion of each link of the forum, introduced the work achievements of the Research Association in recent years, and expressed his thanks to the organizers and co organizers of this forum.
